Stephen K. Causseaux, Jr. was born in Savannah, Georgia. He attended the University of Tennessee and received his Bachelors Degree in History in 1965 and his Doctor of Jurisprudence Degree in 1967. He was admitted to the practice of law in Tennessee in 1968 and in Washington in 1972. Stephen was stationed at Fort Lewis, Washington, from 1970 to 1972 where he served in the U.S. Army Judge Advocate General=s Corps. He served as Claims Officer and Chief Prosecutor and advised commanders on various aspects of military law. He began working as a Pierce County deputy prosecuting attorney in 1972, where his duties included defending the County in civil actions. Stephen is currently a partner of McCarthy, Causseaux & Rourke, Inc., P.S., which he helped form in 1977. He has served as hearing examiner for the past 18 years for Pierce County and more recently for Kitsap County and the cities of Federal Way, Bonney Lake, Edgewood, Milton, Pacific, Sumner, University Place, and Yelm. As hearing examiner, Stephen has worked closely with both city and county councils in implementing and interpreting new regulations to include the Growth Management Act and the 1995 Regulatory Reform Act. He has presided over numerous public hearings and issued decisions on many complex and controversial land use matters to include a solid waste landfill in Graham, sewer line through Lakewood, Cascadia Employment Based Planned Community, and most recently Mt. Rainier Resort in Ashford. Through his hearing examiner work, he has become very familiar with the State Subdivision Act, Washington Administrative Code, county and municipal land use regulations, and court land use decisions. He continues his education through attending an annual hearing examiner conference, and land use CLEs.
